California is the first state to require HMO providers to offer interpreters for patients with limited English comprehension. This law, which was passed in 2003 but faced considerable delays, affords patients with an interpreter, whether on site or through video conferencing. While this initiative has faced criticism for downplaying citizens’ ultimate need to learn English, the Department of Managed Health Care does not see the justification in excluding people from quality health care because of limitations in language. The state's immense diversity is the main catalyst for their spearheading role: 42.6 percent of California’s population does not use English as their primary language. The new law however is expected to increase health plan costs.
